With the alarming news on bomb threats in the cities of Dagupan and Urdaneta as well as in the province of Ilocos Sur, the Schools Division Office of San Carlos City conducted an orientation and demonstration on bomb threat management last November 16, 2018 at 1:00 pm, Division Conference Hall. The activity was initiated by the Division Disaster Risk Reduction and Management (DRRM) Focal Person by inviting the Regional Mobile Force Batallion (RMFB), particularly the Explosive Ordnance Disposal Technicians (EODTs) for a lecture composed of PS/INSP OrvilleR. Zambrano, SPO4 Sigred E. Caccam, SPO1 Froilan B. Ofiana, PO3 Rodel C. Velicaria, PO2 Christian Angelo G. Viray and PO1 Anthony Jayson B. Sunio with their trained dog (K9) for the simulation. The EODTs identified the various bombs which may be used in different situations, and later presented a bomb scenario to be determined by the K9. This first-ever bomb threat management was attended and participated by the School DRRM Coordinators to be eventually echoed in their respective stations.
Based on their discussion about the action to be taken when warning call is received, keep the caller on line as long as possible; record in writing or by recorder the exact words of the caller; try to ask the description of the device and what exact time the bomb will explode; determine the approximate age, mental attitude and his reasons in placing the bomb; note any background of noises; note any accent or peculiarity of speech; ask the caller a question; use the threat card in questioning the caller; after the threat has been received, fill in many blanks as possible and notify superiors and other government agencies; limit to discuss the threat to anyone; if the threat is made, the caller wishes to save life; most threats are not legitimate; evaluate the threat and determine the credibility of the message; follow emergency procedure; and do not panic.
We must be constantly prepared against bomb threat and bombing incidents. Through preparation, we can reduce the accessibility of our building from any potential bomber and identify those areas that need to be hardened.
