SAN CARLOS CITY, Pangasinan- Asec. Revsee Acufia Escobedo, Assistant Secretary for Project Management, BHROD and Field Operation of DepEd, graced the 2018 World Teachers’ Day in the Schools Division Office of San Carlos City headed Dr. Sheila Marie A. Primicias, Schools Division Superintendent, at the Don Federico Mandapat Sports Dome, October 5.
Before the program started, six contenders from Districts I to V and Division Office, showcased their talents thru contests such as Battle of the Band and Ms. Granny Dance Competition. At 10:05, the program started with the National Teachers’ Day Prayer, singing of the National Anthem and prayer through the SDO-SCC AVP followed by Pangasinan Hymn. Mr. Mario S. Cariño, SCC ASDS, welcomed the teaching and non-teaching staff of different schools in the division. He had given emphasis on the theme: “Gurong Pilipino: Turo Mo, Kinabukasan Ko” and the different activities that were undertaken in the division in celebration of Teachers’ Month.
Hon. Elpidio Fermin, Jr., City Councilor, mentioned in his message about the transformations made in San Carlos City Division especially for being ISO 9001:2015 certified and for being rank no. 4 in 2018 R1AA. He added that SCC division has been a great model and served as an inspiration in the Department of Education for the grand slam changes under the administration of SDS Primicias.
SDS Sheila Marie A. Primicias, delivered her message and stressed about the importance of teachers being the keystones of the division, serving as inspiration and playing an integral part in shaping the lives of children that will bring and produce one powerful community. She said, “There maybe some discouragements, problems, failures but we did not allow these things to stop us from continuing the race. We need to keep on running the race.”
An AVP of testimonies of Stakeholders was shown about the accomplishments of the division which include professional and spiritual growth of personnel, facilities improvement, Siringan Sanctuary, SBFP and MOOE liquidation, Smart Money Program and ISO Journey under the leadership of our SDS Primicias.
Assistant Secretary Escobedo, guest of honor and speaker, presented Secretary Leonor M. Briones’ DepEd Policy Changes and Improvement Plan for Teachers Welfare which were as follows: special hardship allowance, anniversary bonus, cash chalk allowance, fund allowance for official activities, compensation for teaching overload, improving teachers’ work load, hiring of non-teaching positions to do clerical and ancillary tasks, review on APDS and GSIS loans, provision of provident funds and policy of not allowing classrooms as evacuation centers.
Search for Miss Q and A
In the afternoon, 10 candidates for the Search for Miss Q and A 2018 entertained the audience. The dome was filled with fun and laughter as the candidates presented their tag lines and ka-look-a-like. During the Q and A portion, candidates answered smartly. Candidate no. 8, Lesther Lee Vinluan of the Division Office, garnered 1st Runner-Up and received minor awards, sash and bouquet. Candidate no.9, John V. Garcia of Guelew IS-Dist. IV-A, clinched the title “Miss Q and A 2018” and also received minor award, sash, bouquet and cash prize given by Engr. Marcelo Casillan. All of the candidates received tokens and certificates of recognition.
Awarding of ISO Certification
Before awarding the ISO 9001:2015 Certification to the SCC Division, Ms. Lorie Ann Mendoza said, “San Carlos City Division is an international institution that we should be proud of. The greatest achievement is to be an ISO 9001:2015 Certified!” She had also given importance on the 4 Cs : challenge, commitment, consistent and control.

Search for Miss World Teacher’s Day
The main highlight of the event was the Search for Miss WTD 2018. Among 11 candidates, Candidate No. 9, Jeneza Mei Garcia of SEPNAS, took the crown as Miss WTD 2018 and received minor awards such as Ms. Personality, Best in Production Number, People’s Choice Award, Darling of the Crowd, Best in Long Gown and consolation prizes. Candidate No. 11, Jasmaine Mae Nones of Pagal ES, Dist. I-A, clinched 1st runner-up , Miss Talent and received consolation prize. Candidate No.10, Amy Janine Erguiza of Agdao IS, Dist. II-A, bagged 2nd Runner-Up and 1st Runner-Up in Talent portion . For the consolation prizes, candidate no. 2, Sheila Marie Austria of Mabalbalino ES, Dist. III-B, received the awards Best in Uniform and Miss Photogenic. All candidates were given certificates of recognition and tokens.

During the raffle and draw of numbers based on the attendance sheet, 6 flat screen 32″ TV sets, 10 stand fans, 3 cellphones, 11 packs of grocery items and 10 bags of assorted personal collection items (top 10 best in granny costume) were given to lucky teachers as consolation prizes.
