San Carlos City , Pangasinan– The Boy Scouts of the Philippines 41st Pangasinan-San Carlos City Council Jamboree formally opened on November 15 at the Speaker Eugenio Perez National Agricultural School farm site with the theme “Commitment to Excellence.” It was the first provincial BSP jamboree hosted by the San Carlos City Schools Division in 30 years.
The thousands of scouts coming from different congressional districts of the province were welcomed by Mr. Ramon Novilla from the City Health Office of San Carlos. Novilla relayed that the visiting scouts had caused joy to City Mayor Joseres “Bogs” Resuello who happened to be in Clark to attend a “very important activity.”In behalf of Pangasinan-1 SDS, Dr. Maria Celia Junio-Fernandez, Senior Education Program Specialist, Mr. Regilito Ocang expressed his happiness as he observed scout leaders utilizing what they learned in classrooms, specifically, leadership. He then instilled excitement in the hearts of the scouts when he described the importance and relevance of survival skills that they were about to explore. “Ang pagsasabuhay ng mga matututunan natin dito ang siyang tunay na inspirasyon,” he passionately expressed.“We are supporting a movement with one great cause which is, foremost, to prepare the youth to become agents of change in communities guided by the scout oath and law,” SCC-SDS Sheila Marie A. Primicias said in her introduction of the guest of honor, Gov. Amado I. Espino III, who had been a boy scout himself. Re-echoing the regional director, Dr. Primicias conveyed three important S: schools, sports, and scouting. These points reinforced the utmost appropriateness of having the governor as the honorable guest and speaker.
To represent the governor who happened to be in Davao to receive another award as a public servant, Atty. Angel Baniqued Sr., former Board Member of the third district of Pangasinan, delivered the keynote address which was deeply founded on the scout motto of being “Laging Handa” and the Scout Law of being “Mapagkakatiwalaan. Matapat. Matulungin. Mapagkaibigan. Magalang. Mabait. Masunurin. Masaya. Matipid. Matapang. Malinis. Maka-Diyos.” Atty. Baniqued then challenged the scouts to keep all learnings in mind and heart and use these as guides in everything that they would be doing.“I would like to pay special tribute and thanks to Madam Sheila [Primicias] for making ISO certified po ang inyong 41st Pangasinan-San Carlos City Council Jamboree,” the Regional Scout Director Imelda S. Samson expressed before she formally declared the event open which was followed by the releasing of jamboree balloons.Prior to the grand opening programme, the camp site was filled with celebratory music fashioned by the Bolosan-Caingal Elementary School Drum and Lyre Corps followed by the awestriking opening dance number from Pangalangan National High School. As a fashionable practice of SDO-SCC, the prayer, the national anthem, and the Pangasinan hymn were all sung with professionally crafted AVPs followed by the raising of the different colors and flags.The provincial jamboree will run from November 15 through 18.
